The Padres in order to compete within the division have to be smarter and spend better than teams like the Dodgers and the Giants. New briantrust A.J. Preller and Logan White have a huge background in scouting, player development and international talent. White had a huge part in signing guys like Yasiel Puig.

Cuban prospect Yoan Moncada will be holding a showcase in Guatemala on November 12 per MLB.com’s Jesse Sanchez. After leaving Cuba, Moncada established a residency in Guatemala. Moncada must be cleared by OFAC before he can sign with a Major League organization. If he’s cleared after June 15, he counts toward the international pool of money from 2013. If after June 15, he would count for the 2014-2015 period.
Because Moncada is younger than 23 and hadn’t played more than five professional years, he would count toward the international signing pools, not a regular free agent like countryman Yasmany Tomas.
Moncada is compared to Jorge Soler in terms of ability.
Moncada would be the perfect kind of signing for the Padres. He’s young. He’ll be cheap since the signing would count toward international signing pool, rather than a contract like Tomas could get. If the Padres are truly going to be big players in the international market, Moncada may be a good way to start to flex their muscles.
